WORLD
BANK, UN REPRESENTATIVES TO ENTER IRAQ
A World Bank representative
will accompany the UN's new representative, Sergio Vieira de Mello,
to Iraq to assess the needs of the country.
The move comes hard on
the heels of the United States lifting most of its remaining sanctions
against Baghdad.
The United Nations is
in the process of lifting its sanctions.
In an interview at UN
headquarters in New York, Mr De Mello says
Washington has not yet made it clear how best to move forward
the political process in Iraq.
The new UN special representative
has to find a balance between acting as an independent voice and dealing
with the Americans and British who are running
Iraq.
Mr de Mello who will
go to Baghdad shortly, says this is the first time the UN will be working
with an occupying power.
Mr de Mello says he
is prepared to criticise America and Britain.

2003. No-one has claimed responsibility for the atrocity. It is appropriate
to note that Mr de Mello's views and statements were in direct conflict

He suggests the Americans
had shown a lack of clarity on pushing forward the political process
and on restoring law and order.
He says power should
be devolved to the Iraqis as quickly as possible.
And he also says
law and order needs to be restored and the UN has wide experience
in that area.
