GEORGE W. BUSH HAS POINTED TO NEW TARGETS IN THE WAR ON TERROR

US maintains tough rhetoric at security conference

A key United States Defence official has warned America will seek to change the present anti-terrorism coalition if necessary to allow action against so-called rogue states.

America has kept up its tough rhetoric at an international security conference in Munich.

In his defence of independent US action, Deputy Defence Secretary Paul Wolfowitz spoke of the threat posed by rogue states with weapons of mass destruction.

"What happened on September 11th, as terrible as it was, is but a pale shadow of what will happen if terrorists use weapons of mass destruction," Mr Wolfowitz said.

He also told the 43-nation conference the US would use, "different coalitions for different missions" in its fight against terrorism.

"The mission must determine the coalition, the coalition must not determine the mission," he said.

He says the US is prepared to weather the widespread criticism of President Bush for his recent comments, and act against states it considers a threat.

These comments, along with the views expressed by other top US officials at the Munich conference, have highlighted the difference between US and European opinion on the issue.

Key speakers at the 43-nation security conference addressed the President Bush's description of Iraq, Iran and North Korea as an "axis of evil".

Germany's Defense Minister told reporters any military move against Iraq would be "an error", while Chinese and Indian representatives also warned the United States against going it alone.

Prominent US Republican Senator John McCain told the conference Iraq was the next front in fight against terrorism, adding a terrorist resides in Baghdad with the resources of an entire state at his disposal.

"The next front is apparent and we should not shirk from acknowledging it," Senator McCain said.

Democrat Senator Joseph Lieberman added there was ample evidence to show Saddam Hussein poses "a clear and present danger".

ANGRY RESPONSE

Meanwhile, the Saudi press has strongly lashed out at Mr Bush's accusations, saying the United States is interested in controlling the whole world.

"President Bush is [behaving] arbitrarily to impose American domination on the world," it said.

"America is a super empire that has imposed its behaviour, food and its jeans on the world. But it lacks the wisdom that makes it see there are differences between peoples and nations."

Iraq's state-run media has also fired a barrage of insults at United States President George W Bush over comments its country is part of an "axis of evil".

Among other things the US leader was branded "a dwarf", "stupid", "insolent" and "the uncontested godfather of terrorism".

Iran's pro-reform parliament issued a statement read by deputy Ahmad Burghani-Farahani, which denounced President Bush's address and warned that it would resist any aggression.

"Bush's recent warnings add a new black page to the [US] book or errors and mistaken calculations," he said.

"The Iranian people will not tolerate any aggression wherever it comes from, and particularly not from the United States."

"Bush's recent positions emanate from a lack of wisdom and constitute a threat to world peace."


NORTH KOREA

Yesterday President Bush singled out North Korea in renewed warnings to states he says are exporting weapons of mass destruction.

North Korea responded angrily to Mr Bush's initial comments, saying they were little short of declaring war.

However, Mr Bush is now suggesting the North Koreans pull back from the border with South Korea.

"I certainly hope that North Korea for example listens to what we suggested and that is they pull back some conventional weaponry, to make a clear declaration of their peaceful intentions on the peninsula," Mr Bush said.

South Korea has asked the United States to clarify its policy on North Korea, in the wake of President Bush's State of the Union address.

South Korean Foreign Minister Han Seung-Soo has asked US Secretary of State Colin Powell, to clarify what Mr Bush's comments mean in policy terms.

US State Department spokesman Richard Boucher, says Mr Han met with Mr Powell on the sidelines of the World Economic Forum.

"He asked about the speech and what it meant for our approach to North Korea," he said.

Mr Boucher says Mr Powell explained the United States remains committed to its offer to talk to North Korea "any time, any place", and to South Korea's policy of engaging the Stalinist north.

"We continue to support [South Korean President] Kim Dae-Jung's efforts and the Sunshine Policy," Mr Boucher said.

"We would certainly hope that he would be able to achieve some real results, but we don't think we've seen the kind of response from North Korea that we would hope to see."

Mr Powell told Mr Han that Mr Bush was looking forward to travelling to South Korea next month, when he will hold talks with Mr Kim.

South Korea would like the United States to make some kind of face-saving gesture during the visit to draw North Korean leader Kim Jong-Il back to the negotiating table.
