timeline 2000 December: The US intelligence community reports an "increase in traffic concerning terrorist activities." 2001 April-May: The Government receives "specific threat reporting" about potential Al Qaeda attacks against US targets or interests in the Middle East, the Arabian Peninsula, and Europe. June 22: The Federal Aviation Administration (FAA) issues an information circular to airline companies warning of possible hijackings. June 26: The State Department issues a worldwide caution. Early July: A Federal Bureau of Investigation (FBI) field office in Phoenix, Arizona, calls for a nationwide investigation into the high number of Middle Eastern men enrolled in pilot training courses. The memo is largely ignored. July 2: The FBI warns of potential threats overseas and adds that domestic attacks cannot be ruled out. In a separate alert, the FAA warns that terrorists may attack an airport terminal with explosives. July 5-6: Daily and sometimes twice daily inter-agency security meetings are now underway; the CIA disrupts planned attacks in Paris, Turkey and Rome. Mid July: Information that President George W Bush may be targeted during a G-8 summit leads to a maximum state of alert. July 18: The FAA issues a new bulletin on possible terrorist strikes overseas; the FBI repeats its July 2 warning, citing possible attacks following the sentencing of participants in the "Millennium plot" to bomb the Los Angeles airport in December 1999. Late July: The FAA warns terror groups are known to be planning and training for hijackings. August 1: The FBI urges caution ahead of the third anniversary of US embassy bombings in Kenya and Tanzania, and again repeats its July 2 warning. August 6: During a meeting with his security advisors, President Bush receives an "analytical report" describing Osama bin Laden's operating methods, including hijacking. August 16: The FAA issues a warning to airlines that terrorists have made breakthroughs in the use of cell phones, key chains and pens as weapons. Separately, authorities arrest Zacarias Moussaoui in Minnesota, a French national later accused of plotting to participate in the September 11 attacks. US President George Bush said he had no advance warning that terrorists planned to attack US buildings with hijacked jets before September 11. He also criticised the "second guessing" of Washington politicians after this week's revelation that he had received intelligence reports on August 6 warning that al Qaida was plotting to hijack American domestic planes. "Had I known that the enemy was going to use airplanes to kill on that fateful morning, I would have done everything in my power to protect the American people," Mr Bush said. Bush didn't respond urgently enough to warnings of likely terrorist attacks, ahead of the September 11 hijackings. Congressional leaders are demanding an inquiry into who knew what, and whether more could have been done to protect the American people from attack. While Mr Bush remains silent, the White House continues to deny that he had any prior knowledge that could have prevented the September 11 attacks. era, once again, are being asked in Washington putting one of the most
popular presidents in US history under intense pressure. But
George Bush isn't talking - instead, leaving White House
staff to answer the most disturbing question - were the September 11
deaths of almost 3,000 people preventable? But why not? That's one of the many questions being asked on Capitol Hill. The disclosure that President Bush was warned beforehand of the danger of attack, has Republicans as well as Democrats demanding an investigation. RICHARD GEPHARDT, HOUSE MINORITY LEADER: What we have to do now is find out what the President, what the White House knew about events leading up to 9-11, when they knew it, and, most importantly, what was done about it. Last August, while on holiday at his Texas ranch, President Bush got a CIA briefing that Osama bin Laden was planning an attack. A separate FBI memo also warned that al-Qaida could attempt hijackings in the US. Aviation authorities were put on high alert. But there was no general warning to the public. SENATOR JOHN EDWARDS, SENATE INTELLIGENCE COMMITTEE: There should have been bells and whistles going off. My question is - was this information communicated to a central source? Was action taken? Was any action taken? CONDOLEEZA RICE: You would have risked shutting down the American civil aviation system. With such generalised information, I think you would have had to think five, six, seven times about that, very, very hard. What no one did was put together the CIA briefing to the President about a Bin Laden plot, with FBI warnings about Arabs taking suspicious flight lessons in the US. CONDOLEEZA RICE: This, in retrospect even, looks hard to put together. US Vice-President Dick Cheney preferred to remind critics that the US is still at war. DICK CHENEY, US VICE-PRESIDENT: Such commentary is thoroughly irresponsible, and totally unworthy of national leaders in a time of war. Mr Cheney also warned Congress that forcing an inquiry could distract security agencies from preventing further attacks on the US. "The risk of that," he said, "is still very real."

President's approval. The revelation came a day after news that intelligence officials had warned the US government of possible al Qaeda hijackings, also before last September's atrocities. 'Fateful morning' Presidential officials claimed the information received was too general and that "all appropriate action" was taken. They also did not know the aircraft would be used as missiles. of the administration, including the President, have been on the offensive
about the revelations. At a White House rose garden event, George W Bush said: "Had I known that the enemy was going to use airplanes to kill on that fateful morning I would have done everything in my power to protect the American people." Pressure Earlier vice president Dick Cheney criticised Democrats for trying to make political capital out of the issue and said the US could face a much worse terror attack in future. During a speech at the 40th anniversary of the New York State Conservative Party, he claimed pressure from opponents could divert intelligence workers from trying to stop a new threat into naval gazing about what had happened in the past. "An
investigation must not interfere with the ongoing efforts to
prevent the next attack, because without a doubt a very real threat
of another perhaps more devastating attack still exists."

Comments by Vice President Dick Cheney to deflect attention from an investigation of Bush's complicity in 911 as - "diverting intelligence workers from trying to stop a new threat" - is the most feeble of attempts to stop the coming storm and its obvious fallout. Any argument put forward that any independent enquiry or action by Congress should be impeded or subverted(undermined) by the withholding of so-called "classified information" is irrelevant by virtue of the fact that the FBI and CIA have forfeited the right to that protection as it relates to any and all matters prior to and contemporaneous with 11 September 2001 and thereafter. We can only trust that the action by Congress will be both forthright and decisive in taking these matters on board and putting a stop to it all - as soon as is practically possible.
